Neil Swartz, Chief Executive Officer
Mr. Swartz combines extensive entrepreneurial and capital recruitment experience to provide clients with uniquely effective funding options. His range of expertise includes a wide array of financing, deal structuring and exit strategy assignment.
Mr. Swartz’ firsthand knowledge in a variety of established and effective business strategies provide clients with a unique advisory service. Mr. Swartz’s additional business experience includes titles as Managing Director of Sunbelt South East Florida, LLC, a Business Brokerage of Mergers and Acquisitions firm with 350 offices worldwide. Prior to those events, Mr. Swartz was chairman and CEO of a software company, which he took public on the NASDAQ Small Cap Market, and built from 1 product to over 30 with in-house manufacturing capabilities.
Mr. Swartz is a CPA and received a BS degree from Northeastern University in accounting. He is a member of the American Institute of Certified Public Accountants and the Pennsylvania Institute of Certified Public Accountants.
Timothy Hart, Chief Financial Officer
Mr. Hart has over thirty years of vast accounting and finance experience, including 10 years with KPMG, one the world’s largest international public accounting firms. Mr. Hart has extensive experience dealing with SEC and other regulatory matters, such as initial and secondary public offerings, private placements, formulating responses to various SEC inquiries, compliance with SEC reporting requirements (Forms 10-K, 10-Q and 8-K), dealing with banks, private investors and investment bankers in obtaining debt and/or equity financing, and appearing before the IRS representing clients on IRS audits.
He also has experience with mergers and acquisitions, including transactional documentation, back and front office systems implementations for small to medium sized businesses, business consulting with small public and private companies and their executives and various other accounting, finance and tax services.
Mr. Hart holds a Bachelor’s Degree in Accountancy, Economics and Business Administration from Thomas More College, and has been a certified public accountant since 1984.
Michael J. Swartz, President
Since joining the MediXall Management team in late 2016, Michael Swartz has led product development projects and has been directly responsible for bringing the MediXall Healthcare Marketplace to launch. Prior to joining MediXall, he was a Co-founder of Viridian Capital Advisors and served as a Senior Analyst from 2013 – 2016, where he led all modeling and valuation work for the firm’s M&A and fundraising assignments.
Before that, he was a co-portfolio manager for the Osprey Financial Group, where he analyzed publicly traded companies with market capitalizations from $50 million to $1 billion and prepared buy-side equity reports containing buy-recommendations and original valuations derived from fundamental & technical analysis. In addition, Mr. Swartz served as the fund’s Asian Economist, analyzing economic and geopolitical factors and assessing the Asia-Pacific region for attractive investment opportunities.
Ambassador Ned Siegel, Board of Directors/Advisors
Ned L. Siegel is a former U. S. Ambassador to the Commonwealth of the Bahamas with over 30 years of entrepreneurial successes. Ambassador Siegel began his career in law which he left to pursue his passion as an entrepreneur.
He joined The Howard Siegel Companies soon afterwards and expanded the company into the Weingarten-Siegel Group, one of the largest residential developers in the nation.
After many successful business ventures, he was appointed by Florida Governor Jeb Bush to Enterprise Florida’s Board of Directors and to the Space Research and Commerce Park Planning & Development Committee at the John F. Kennedy Space Center. President George W. Bush honored Ambassador Siegel in 2003 with a Presidential Appointment to the Board of Directors of the Overseas Private Investment Corporation followed by an appointment in 2006 to serve as a Representative of the United States to the United Nations.

Ambassador Siegel graduated Phi Beta Kappa from the University of Connecticut in 1973 and received a Juris Doctorate from the Dickinson School of Law in 1976.
Christopher Metzler, PhD, Board of Directors
Dr. Christopher Metzler is a political pundit, international strategist, legal scholar, and serial entrepreneur/CEO to a worldwide medical empire. Dr. Metzler has devoted several decades to analyzing and creating solutions for some of the most impactful social and economic challenges we face today. An on-camera television and digital personality, he is best known for going beyond the talking points with in-depth reasoning, modern-day voice, and analysis.
Educated at The University of Oxford in Oxford, England and Columbia University, Dr. Metzler obtained a Ph.D. in International Legal Philosophy and Medicine from The University of Aberdeen. A former faculty member at Cornell University, he was both a professor and Senior Associate Dean of Applied Management Degrees at Georgetown University. Today, he is a Senior Fellow at Thomas Jefferson University’s Institute of Emerging Health Professions — home of The Sidney Kimmel School of Medicine.
A seasoned, conservative political operative, since 1992, as a Legal and Medical Scholar, Dr. Metzler has worked in over twenty countries providing advice on geopolitics, emerging markets, world law, medicine and related topics. Dr. Metzler’s business portfolio spans wide in the medical and management consulting fields. Currently, he is a Director/CEO of Gordium Healthcare, City Place Pharmacy, Next Generation Labs, Southern Medical Labs of NW Florida, JMI Consulting, Medicine on Wheels, 911 Urgent Care, FHWFIT, and others.
Noel J. Guillama, Board of Directors
Mr. Guillama is a nationally recognized expert on healthcare management and operations, as well as the use of technology in healthcare. Since 1984 he has been Chairman of Guillama, Inc., a strategic operations management consulting company in healthcare, technology, and a wide range of projects including medical facilities, commercial complexes and infrastructure facilities. He holds several patents and is creator of over a dozen patents currently before the USPTO in a variety of areas. Mr. Guillama is a co-founder of Quantum Innovations, Inc. and its parent company, The Quantum Group, Inc., and has been Chief Executive Officer and President since its inception.
Prior to this, Mr. Guillama was the Founder, Chairman, President and Chief Executive Officer of Metropolitan Health Networks, Inc. (NYSE:MDF) from its inception in 1996 to 2000. He left Metropolitan to develop Quantum, a new breed healthcare company designed to provide multi-faceted solutions industry wide. He is the Past Chair (Currently Director) of the Florida International University Foundation a direct support organization of Florida International University, managing a $230 million endowment. Mr. Guillama is a graduate of executive and leadership programs at Massachusetts Institute of Technology’s, University of Georgia and Florida International University.
Steven Gass, MD, Board of Advisors – Strategic Development
Dr. Steven Gass, is the Chief Executive Officer of CoreChoice. CoreChoice is the largest national specialty network for radiology, neurodiagnostic studies and interventional pain management. He is formerly the President of AllRad Direct, a radiology network devoted to the workers compensation sector. Dr. Gass was in private practice for 14 years prior to his move into the PPO network business for radiology services in 1994. He has also been a consultant to the justice department on matters concerning medical services.
Dr. Gass builds companies that help patients attain free selection to be treated at the facility of their choice. With a network of Imaging Centers in excess of 22,000 radiology providers and facilities in all 50 states, the District of Columbia, and Puerto Rico, his credibility is unassailable. Through this expanded neurodiagnostic network and interventional pain management group, MediXall will roll out in all 50 states and include both treating doctors, as well as treatment facilities.
Dr. Gass’ and MediXall’s model allows for the physicians and the facilities to devote time and effort to the practice of medicine and be comfortable that their services will be paid at rates that they have contractually agreed to and done so in a timely manner.
Benjamin Frosch, Board of Advisors – Strategic Development
Mr. Frosch built Frosch Medical Compliance, Inc. into a leading firm that provides services designed to assist physicians and other healthcare providers in understanding and complying with the increasingly complex healthcare industry. With over 75 years of collective healthcare industry experience, his firm has developed a wide range of expertise in assisting physicians and other healthcare providers in a variety of areas. Mr. Frosch has ongoing long-term relationships with physicians in solo practice, group practices that range in size from two to over one hundred physicians, faculty practice plans and other healthcare providers.
Previously Mr. Frosch served as the Senior Hearing Officer for the Medicare Part B program in South Florida for approximately four years. Since that time, Mr. Frosch has leveraged his experience serving for Medicare Part B to represent over 2500 physicians and other healthcare providers involved in these Medicare proceedings. Mr. Frosch also lectures to groups of physicians, practice administrators, and attorneys throughout the country on the need for healthcare fraud and abuse corporate compliance planning, future trends in the healthcare delivery system, and various reimbursement and other issues. For the past twenty years, he writes a bi-monthly column for “Florida Medical Business”, a statewide newspaper that is devoted to covering healthcare issues that affect the healthcare industry in Florida.
Winston S. Marshall, MD, FACC: Board of Advisors
Dr. Winston S. Marshall is an Interventional Cardiology Specialist in Denison, Texas. Dr. Marshall serves as Vice-President and Physician of Interventional Cardiology at Sherman Cardiovascular Care Associates. He has also served as an Advisor and Director of U.S. Rare Earths, Inc., from 2011 to 2013 where he provided guidance regarding rare-earth minerals and their impact on the medical field. His Professional Organizations include being a Fellow, American College of Cardiology, an American College of Cardiology Member, a member of the; American Medical Association, Texas Medical Association, American Society of Nuclear Cardiology, Grayson County Medical Society and the Dallas County Medical Society. He is an active staff member at the Wilson N. Jones Medical Center in Sherman, Texas where he has held Committee and Leadership Roles.
Dr. Marshall is also an active staff member at The Heart Hospital Baylor Plano in Plano, Texas where he has held Committees and Leadership Roles including; P & T/Infection Control Committee Member, Medical Executive Committee Member, Baylor House staff Representative, Transfusion Committee, and the Medical Education Committee at Baylor University. Dr. Marshall is a Doctor of Medicine from The University of Texas Southwestern Medical Center Dallas, Texas and has an Undergraduate degree in Biomedical Engineering from Texas A&M University, College Station, Texas.
Brent M. Schillinger, Board of Advisors, Credentialing and Provider Relations
Dr. Schillinger has been practicing dermatology in Palm Beach County since 1983. As part of his commitment to compassionate care Dr. Schillinger started the first of its kind South Florida Psoriasis Patient Support Group. In recognition of the role that the mind plays in regards to skin disease Dr. Schillinger also was involved in creating the Skin Emotion Project at Barry University in Miami. Dr. Schillinger has served as the Ethics Council chair of the both the Florida Medical Association and the Palm Beach County Medical Society.
Presently he represents the medical community on the Ethics Partnership Council at Palm Beach State College. Dr. Schillinger is an assistant clinical professor at Nova Southeastern University College of Medicine and teaches dermatology residents in training at the Palm Beach Consortium for Medical Education. Dr. Schillinger received recognition as a winner of the 2014 Heroes’ In Medicine award and again in 2016 received the Excellence in Medicine Award, both of these presented by the Palm Beach County Medical Society.

Dr. Kenneth Janson is a Fellow of the American College of Surgeons, a former US Air Force Surgeon, a Urologic Surgeon and a certified Age Management Physician. Scott Herman, Board of Advisors, Government Relations
For more than twenty years Scott Herman has held both appointed and elected governmental positions, including Education, Transportation, Health Services, Economic Development, and Small Business commissions, as well as the U.S. Small Business Advisory Council under House Speaker, Newt Gingrich.
As a former member of the U.S. Armed Forces where he served in combat and non-combat roles, Mr. Herman earned numerous awards, including an Army Commendation Medal, Army Achievement Medal, and a Southwest Asia Service Medal. Now living as a combat-disabled veteran, he is uniquely qualified to advise on issues related to veterans and individuals living with disabilities.
